About the Commission

The National Commission for Scheduled Castes (NCSC) is a constitutional body established under Article 338 of the Constitution of India with the objective of safeguarding the rights and interests of the Scheduled Castes and the Anglo-Indian community. Its creation reflects the commitment of the framers of the Constitution to ensure social justice, equality, and protection against any form of exploitation or discrimination faced by these historically marginalized communities.

The Commission is entrusted with a wide range of functions, including:

    • Monitoring and investigating matters relating to the safeguards provided for Scheduled Castes under the Constitution or under any other law for the time being in force.
    • Inquiring into complaints regarding deprivation of rights and safeguards of Scheduled Castes.
    • Advising and making recommendations on the planning process of socio-economic development of Scheduled Castes and evaluating the progress of their development under the Union and State Governments.
    • Submitting an Annual Report, and such other reports as may be required, to the Hon’ble President of India on the implementation and effectiveness of the constitutional and legal safeguards for the Scheduled Castes.

These provisions are aimed at ensuring adequate representation, protection from social injustice, and equal opportunities for Scheduled Castes in matters related to education, employment, economic advancement, and participation in governance.
